Carey Chemical Consulting was founded in 2006 by Dr Maeve Carey. Dr Carey worked in industry and academia before founding the consultancy. She brings a wide range of experience from both of these backgrounds to her current position.
She is at the forefront of studying the impact of the REACH regulation and how stakeholders should implement the pending legislation. Dr Carey was the only Northern Irish representative at the RIP 3 workshop in Brussels on 25 September 2006.

Overview of the REACH regulation

The REACH (Registration, Evaluation and Authorisation of Chemicals) regulation is currently making its way through the European Parliament. Implementation is expected in the spring of 2007.

The REACH regulation aims to change the current system in a number of ways. These include:
• Gathering comprehensive data on the uses, environmental impact and effects on human health of chemicals.
• Shifting the responsibility for assessment from regulatory authorities to industry.
• Streamlining the current resource-intensive system.
• Setting up a European Chemical Agency (ECHA) which will manage a central database containing all of the registration information.

How will REACH affect industry?

REACH requires enterprises that manufacture or import chemical substances in quantities exceeding 1 tonne per annum to complete a registration. This involves obtaining relevant information on the chemical substance and using the data to manage chemicals safely.
Substances deemed of very high concern will, in certain cases, be granted an authorisation.
A restriction may be imposed to manage the risks posed by substances that have not been adequately addressed by the REACH system.

What can Industry do to prepare for REACH?

• Complete an inventory of all the chemicals manufactured or imported in quantities over 1 tonne in any form (including in articles and preparations) and determine the annual tonnages involved. The level of detail required for the registration dossier is determined by a tonnage trigger.
• Gather all of the available data on the chemicals in their portfolio.
